The Request
The JConRoc Ready Mix site, owned by Tiltcomm Properties, LLC., is seeking approval of a reclamation and closure plan for the aggregate mine located sotuh of Ramon Drive, and west of Ramada Drive, about 1/2 mile north of the Oatman Highway. The proposed aggregrate mine will provide for concrete and infrastructure materials for customers in the region.
This reclamation plan is required as part of Arizona State Law, and dictates how a mine site should be mitigated once it no longer feasible for mining. At this time, there is no end date identified for the mine.

- The mine includes approximately 39.42 acres.
- This is a new proposed aggregate mine to conduct mining and processing at this location.
- Access to the mine is off of West Ramon Drive, west of S. Ramada Drive. This site is located approximately 1/4 mile north of the west Oatman Highway.
- The mine will be operated y ConRoc Ready Mix, LLC. and will provide valuable materials for construction and infrastructure needs in the area.
- Proposed operations will include excavation, screening, crishing, stockpiling, ,loading and hauling.
- Current land uses onsite include grazing and is vacant land.
- The use as a mine is allowed under ARS 11-812.
- Mining is proposed to begin in late 2024 and continue for at least 5 years.
- The site is a considerable distance from residential uses, the closest homes being 1,000 feet to the east 1,750 feet to the south, and 2,000 feet to the north north east of the site.
- This area is very sparsely populated.

Next Steps
The Arizona State Mine Inspector will recieve the application for review of the reclamation plan and begin their process in accordance with Arizona State Law once the JDI Enterprises has mailed out notification cards.
Arizona State Mine Inspector Process
- ASMI will review the plan for technical accuracy and completenes.
- Plan will be sent to qualified engineers who are experts in the field of mine reclamation and they will perform a technical review on the plan.
- Once all comments are addressed as part of the technical review, a public meeting will be scheduled by ASMI, where technical comments will be taken from the public in consideration of the plan.
- If all requirements are met, the plan will be approved and the reclamation plan will become a requirement for the mine once it is no longer feasible for mining.
